Our teams are on the ground, ready to answer your questions about the work we're doing.

What We Do

We are responsible for a safe, secure and reliable supply of electricity, and we are leading the transition to a low carbon electricity future. When we develop the electricity grid in a region, the whole community benefits. To do that, new electricity cables have to be put in place. That can only happen when we work closely with local residents, landowners and communities.

Our Liaison Teams

Through developing Ireland's grid, we help local economies across Ireland to grow and prosper. And we want to work with you to make that happen.

Our teams are on the ground to answer your questions. We have specifically appointed:

  • Six Agricultural Liaison Officers across Ireland
  • Six Community Liaison Officers across Ireland
  • One Fisheries Liaison Officer. 

Our liaison officers are available to discuss the siting of new lines and cables, land access and proximity payments.

Community Liaison Officers

Grainne Duffy

Community Liaison Officer, North Leinster 

Grainne is a native of Co Monaghan and has worked as a Community Liaison Officer at EirGrid since 2015. Prior to joining EirGrid, Grainne had over 12 years' experience in the telecommunications infrastructure industry, having previously worked for Ireland's largest mobile and broadband operators. 

Throughout her time in EirGrid she has worked with landowners, farmers and community stakeholders across the country, to bring them on the journey of delivering major infrastructure.

Eoghan O'Sullivan

Community Liaison Officer, Munster and South Leinster 

Eoghan, from Co Waterford, has over 14 years' experience in stakeholder engagement. Prior to joining EirGrid, Eoghan engaged with various stakeholders while rolling out networks for Ireland's largest mobile phone operators. 

His involvement with projects went from design through to construction and property management.

Connell McLoone

Community Liaison Officer, Connacht and North West

Connell Mc Loone, from County Donegal, is our Community Liaison Officer for the North West and Connacht regions. 

Prior to joining EirGrid in 2025, Connell worked in sales in Electric Ireland and was a business owner in Donegal, bringing a network of stakeholders across the Northwest and experience engaging with members of the public. 

His involvement with projects now goes from design through to construction.

Stephen Quinn

Community Liaison Officer, Dublin

Stephen, from Co Dublin, has been working with communities around Dublin for the past ten years. 

Prior to joining Eirgrid in 2025, Stephen worked as a youth and community worker across Dublin’s south inner city, working with local and State organisations to provide supports to young people and their families. 

Stephen's previous experience includes working with several different stakeholders, such as An Garda Síochána, TUSLA, and the Department of Justice and Equality, to working with local schools, youth projects, and community organisations to help build and develop supports for young people living in disadvantaged communities.

Michelle Walsh

Community Liaison Officer, Munster

A graduate of UCC, University of Ulster and most recently of UCG, with a postgraduate diploma in Community Development Practice, Michelle has been leading the stakeholder engagement and communication on the Celtic Interconnector project at EirGrid since 2018. 

Living in East Cork, Michelle brings a wealth of experience from her time in the UK’s clean energy sector, including solar power and LED technology, before returning to Ireland to take on CSR and communications roles with leading national and international brands.

As Community Liaison Officer for Celtic and Powering Up Offshore South Coast, Michelle champions collaboration, introducing innovative approaches that help EirGrid work hand-in-hand with communities as part of Ireland’s accelerated grid transformation.

Liz Dillon

Community Liaison Officer, Dublin and Wicklow

Liz Dillon holds a Master’s degree in Political Communication from Technological University Dublin and a Postgraduate Certificate in Sustainability and Leadership. Since 2021, Liz has led community liaison for EirGrid’s Powering Up Dublin and Powering Up Wicklow programmes, fostering collaboration and inclusive consultation throughout the process.

Her professional background includes working on Ireland’s largest offshore wind project and serving as a Parliamentary Assistant in Leinster House. 

Passionate about community involvement, Liz actively contributes to local initiatives in Wicklow, including Greystones Tidy Towns, Sustainable Greystones and serves as Chair of the Parents’ Association at her local secondary school.

Liz is committed to building strong relationships, ensuring transparent communication, and driving sustainable solutions through meaningful stakeholder engagement.

Agricultural Liaison Officers

John Boylan

Agricultural Liaison Officer, North Eastern/Eastern Region

John operated a dairy farm business very successfully for 40 years. As a leading member of the IFA, John has specific experience in dealing with farming organisations and a track record in understanding stakeholder perspectives. As the IFA National Farm Business Committee’s chief negotiator, John engaged with various stakeholders over many years. John also wrote for the Irish Milk League and for the Irish Farmers Journal. He has a keen interest in renewable energy business and agriculture, and the role they play in helping Ireland to flourish economically.

Sean Kenny

Agricultural Liaison Officer, Southern Region

Sean has decades of experience working in the agriculture sector and has worked as wayleave co-ordinator within the landowner engagement team in EirGrid since 2010. Sean was recently involved in dealing with landowners on the ground in the south-west region. Sean’s previous experience includes engagement with farmers on a daily basis while holding roles with Irish Sugar, with Teagasc on agricultural research projects and with Mouchel on road infrastructure projects.

Liam Wynne

Agricultural Liaison Officer, Northern Region

Liam comes from a farming background, and before joining EirGrid had over 10 years’ experience in the telecommunications industry, having worked as a liaison officer on various projects for Ireland’s largest telecoms providers. Liam’s previous experience includes working with landowners, site providers, farmers and stakeholders across the country for the provision of telecommunications infrastructures. Through engagement, Liam successfully delivered and managed projects from acquisition and planning through to construction for Vodafone, Hutchinson 3G and Meteor Mobile Communications.

Aidan Naughton

Agricultural Liaison Officer, Western/Midlands/North-Eastern Region

Aidan, from Co Roscommon, is actively involved in farming and has over 20 years’ experience in landowner engagement work on the ESB Telecoms national fibre rollout and ESB national refurbishment projects. His previous experience also includes eleven years working with Ireland's mobile telecoms operators - Meteor, Vodafone and Hutchinson 3G - acquiring sites for the rollout of their 3G/4G Networks and liaising with landowners and stakeholders across the country to deliver and manage the sites from acquisition and planning through to construction.

Ciaran Quinn

Agricultural Liaison Officer

Ciaran, comes from an agricultural background in Co. Armagh and has 10 years’ experience of working on the grid development of electricity infrastructure across GB and Ireland. Ciaran has previously worked for National Grid and our sister company SONI Ltd. He has experience working directly with landowners and stakeholders on various electricity infrastructure projects creating a good working relationship and ensuring that both parties can work together effectively.

Peter Prior

Agricultural Liaison Officer

Peter Prior is an active farmer and former agricultural advisor with nearly 10 years’ experience working closely with farmers and landowners across the northwest of Ireland building strong relationships and providing informed reliable guidance on land use.

Peter now works with Eirgrid as an agricultural liaison officer where he plays a key role in major infrastructural projects.

Responsibilities include acquiring land for substations across the greater Dublin area and negotiating easements for transmission lines within the Greater Dublin area and significant developments in the north and northwest regions

Fisheries Liaison Officer

Ronan Lynch

Fisheries Liaison Officer, South Coast

Raised in the fishing village of Ballycotton in Cork, Ronan has always been influenced by the sea and all things maritime. 

Eager to explore the world, he journeyed to Australia to further his professional career. After many years of amateur racing in the Royal Melbourne Yacht Squadron and offshore races, including the famous Sydney to Hobart Yacht Race, he then progressed to professional racing in Europe across the Mediterranean Sea. 

Something he has realised over many years at sea is how fundamentally important it is to preserve sea life and the natural world on our planet,.

Upon his return to Ireland, finding a career path relating to this was of high importance to him. Working with EirGrid, he is supporting the delivery of Ireland’s targets for offshore renewable energy.
