TSO/DSO Joint System Operator Programme

TSO/DSO Background

As part of the PR5 Regulatory Framework set out in CRU/20/154, the Commission for Regulation of Utilities (CRU) introduced a joint TSO-DSO incentive to encourage and reward ESB Networks, in its role as Distribution System Operator (DSO), and EirGrid, in its role as Transmission System Operator (TSO), to coordinate and collaborate to support the delivery of Ireland’s 2030 and longer-term climate and energy policy objectives.​

The Joint System Operator Programme (JSOP) was established in 2021 by the TSO and DSO to ensure that the system operators are working together in a collaborative and effective manner to jointly address system needs and deliver whole system solutions.

Joint System Operator Programme Objectives

The JSOP Objectives are outlined as follows:

  • Support societal and economic growth in a sustainable and secure manner, that ensures reliable and equitable energy for all, in line with our license obligations, through further development of the transmission and distribution systems.
  • Support the delivery of Ireland's 2025, 2030, and longer-term climate and energy policy objectives through collaboration between the TSO and DSO.
  • Address the Commission for Regulation of Utilities’ (CRU) objectives for DSO/TSO coordination. These are set out below:
  1.  The management of dispatch down and curtailment,
  2.  Addressing security of supply and constraint management especially in the Dublin region,
  3.  A whole of system approach to the optimisation and meeting of system and customer needs,
  4.  Jointly developing effective processes for the deployment of new technology on the grid and in operations.

Industry Engagement

The TSO and DSO have organised a two-part webinar series; ESB Networks & EirGrid Joint System Operator Programme Virtual Briefing Webinar and the Future Operating Model High Level Design Webinar. 

The first webinar took place on 14 June 2024 and the second webinar took place on 27 June. The slides can be viewed below.

The main objective of this webinar series was to provide an overview of the vision and principles of the TSO-DSO Operating Model High-Level Design. 

It included details on how the future operating model will impact industry stakeholders.
