Procurement at EirGrid

Some of our activities need to comply with procurement laws. We use different procurement approaches depending on the monetary value of the contract. Our approach is always in line with procurement legislation (both EU and national).

EU Thresholds

Contracts with a value above the procurement threshold are advertised through the Official Journal of the European Union (OJEU) and/or via EirGrid's qualification system - Supply-Line. 

Supply-Line is a qualification system operated by Achilles Procurement Services Ltd. and used by a number of contracting entities in Ireland including EirGrid and all companies in the EirGrid Group.

EirGrid typically uses Supply-Line to create Qualification Systems for Goods, Services and Works.

The threshold is:

  • Goods or services greater than €432,000
  • Works greater than €5,404,000
  • Social and other specific services greater than €1m

Prospective suppliers to EirGrid Group are advised to regularly view the eTenders website and register on EirGrid's qualification system - Supply-Line.

Prior Information Notice: Offshore Transmission Infrastructure Opportunities

EirGrid has published a Prior Information Notice (PIN) - 137262-2026 - Planning - TED - to inform the market of upcoming procurement activities for offshore transmission infrastructure under the Powering Up Offshore South Coast programme.

The PIN has been issued to raise industry awareness of future opportunities and to advise suppliers of the need to register under the relevant product and service codes within the Achilles Supply‑Line Qualification System. 

This Qualification System will act as the mechanism through which economic operators may express interest and pre‑qualify for future competitions.

Qualification System

EirGrid intends to utilise an established Qualification System (QSN) for suppliers of offshore transmission infrastructure. The Qualification System is continuously open, and registration details can be found at the Achilles Supply‑Line site via this link.

Suppliers wishing to participate in upcoming procurement processes must be registered under the appropriate product and service codes. Suppliers already registered under the correct codes do not need to take further action at this stage.

Upcoming Opportunities – Phase 2 Tonn Nua (Area A)

The PIN outlines forthcoming opportunities connected to the Phase 2 Tonn Nua project, including:

  • ENQEIR860A – Phase 2 Tonn Nua Substation Package

This package will cover works associated with the design, fabrication, installation, and commissioning of offshore substations, associated HV equipment, onshore compensation compound works, and related engineering scope.

  • ENQEIR860B – Phase 2 Tonn Nua Export Cable Package

This package will cover the design, production, installation, and commissioning of offshore and onshore HVAC export cables and related civil and engineering works.
